Canadian LockDown/Martial Law

Parliament has been shut down and locked.  All roadblocks have been cleared for an international event between Canada, Mexico and the United States where all three will be affected.  The only hope for survival of these three is for the unification of all three nations into a unilateral North American Union where police, military and travel share in the common responsibilities of a common Union.
